Clinton State Department Working With 'Advocacy Groups' to Prepare 'Human Rights' Report on U.S. to Give to U.N.

(CNSNews.com) – Secretary of State Hillary Clinton said on Thursday that the State Department is soliciting comments from citizens, advocacy groups and other non-governmental organizations on the human rights record of the United States.

“Human rights are universal, but their experience is local. This is why we are committed to holding everyone to the same standard, including ourselves,” Clinton told a press briefing at the State Department, where she unveiled the 2009 Country Reports on Human Rights Practices.” 

Clinton said the U.S. is now gathering facts on its own record because – as a member of the U.N. Human Rights Council – it is participating in the UNHRC’s “universal periodic review” process.

The Obama administration’s decision to join the Human Rights Council was controversial. The Geneva-based, 47-member HRC faces numerous criticisms, chief among them the presence of countries with poor rights records. Iran is currently running for a seat on the council.

“In the fall, we will present a report (to the UNHRC) based on the input of citizens and NGOs, gathered online and in face-to-face meetings across the country attended by senior government officials,” Clinton said on Thursday.

“Assessing opportunities for progress and soliciting citizen engagement is one way that we demonstrate our commitment in word and deed to the basic principles that guide us toward a more perfect union and a more peaceful world,” she added.

Following Clinton’s remarks, Michael Posner, assistant secretary for democracy, human rights and labor, took questions from reporters. One asked how the U.S. would defend itself against critics who say the U.S. “does not have clean hands, particularly when it comes to the criminal justice system.” 

“I doubt that other governments are going to say things that people in this society don’t say every day,” Posner said. He reiterated Clinton’s commitment to preparing the first-ever report on the U.S. human rights record for review by the HCR.

Posner said the State Department is holding a series of meetings around the country to gather information it will use for the 20-page report it plans to submit to the Geneva-based United Nations Human Rights Council in November. 

“We’re not doing it in a formulaic way,” Posner said. “We’re doing these sessions, these public sessions, we’re inviting in advocacy groups from around the country – we had one in New Orleans, we had one in New York, we had one here is Washington. 

“We’re going to spread out to the border areas,” Posner said. “We’re going to go to Detroit. We’re going to talk to people in this society who are on the front line of criticizing, whether it’s the criminal justice system, immigration policies or national security policies -- no holds barred,” he said. 

“We’re going to hear them,” Posner said. “We’re going to incorporate their thoughts and suggestions into a report to the U.N. And then we’re going to show up at the end of the year and present that report and get comments from other countries.”

....According to the United Nation’s Web site, the Universal Periodic Review (UPR) process was set up to review member nations every four years. It is a three step process – reviewing the human rights “situation” of member nations, asking for “voluntary pledges” to follow recommendations made by the Human Rights Council, and following up to see if those recommendations have been followed. 

The U.S. State Department Web site says the collection of complaints about human rights abuses in the United States is part of its goal of “transparency” in the UPR process.

“In the pursuit of a transparent and effective UPR process, the Department of State is encouraging the American public, including non-governmental organizations and civil society more broadly to provide input regarding human rights in the United States directly to the Department of State,” the Web site says.

DENVER - Alize Vick was 2 years old when she died from child abuse and neglect by her foster care provider. On Thursday, her neighbor and the person who reported the abuse, stood in front of a state senate committee in support of Senate Bill 171.

- State probes into child deaths to change following Munoz case

Sen. Linda Newell (D-Littleton) is sponsoring the bill which will reform Colorado's child protective services.

Alize's neighbor, Maryann Hartmann, had remained anonymous until Thursday. She reported the abuse and neglect to El Paso County Human Services in May 2007.

Alize died in October of that year - from head injuries.

"DHS (Department of Human Services) did not believe me. I kept telling them, 'She's going to kill the little girl, she will kill her,' and they still did not believe me," Hartmann told state lawmakers. "I waited for that child to be removed from that house and it never happened. Five months later and Alize Vick is dead. I failed to save Alize Vick and that is why I'm here today to support the ombudsman bill."

The Senate Health and Human Services Committee unanimously approved the bill 7-0 late Thursday afternoon.

Seriously-- the word that comes to mind is INCORRIGIBLE 

in·cor·ri·gi·ble [in-kawr-i-juh-buhl] –adjective
1. not corrigible; bad beyond correction or reform: incorrigible behavior; an incorrigible liar.
2. impervious to constraints or punishment; willful; unruly; uncontrollable: an incorrigible child; 
3. firmly fixed; not easily changed: an incorrigible habit.
4. not easily swayed or influenced: an incorrigible optimist.

You can't turn a rattlesnake into a puppy, no matter how much flea powder you use- you can't turn a turd into a steak, no matter how much A1 Sauce you put on it.  CPS is an insane pack of Organized Crime and there's no "smiley face" to put on it.  Absolute EVIL from top to bottom, because the entire concept of government "child protection" is corrupt and can never be anything else.  Ombudsmen can do NOTHING about it.

What Works for Programs for Older Youth 

A new Child Trends fact sheet, What Works for Older Youth During the Transition to Adulthood, examines the role that programs for older youth can play in promoting positive development and subsequent self-sufficiency in adulthood.  It synthesizes the findings from 31 rigorous evaluations of programs; all of the programs evaluated youth outcomes during the transition to adulthood (ages 18 to 25), but programs varied in the ages of targeted youth.  Among the findings: 

  • Education and career programs can be effective, especially for low-income youth and for youth targeted from younger ages.
  • Specific intervention strategies, such as mentoring, case management, and providing child care for young parents, are associated with program success across youth outcomes.
  • Substance use and reproductive health programs have not consistently been found to be effective for this age group.

Lacey woman gets at least 16 years for sexually abusing girl

A Thurston County judge sentenced a 47-year-old woman to 16 years to life in prison today for raping her 8-year-old adopted daughter.

Donna Marie Whisenhunt and her husband, Eddy Tony Whisenhunt, were arrested in May after their adopted daughter told a school counselor that her parents had sexually abused her, court papers state.

Thurston County Superior Court Judge Gary Tabor sentenced Donna Whisenhunt during a hearing this afternoon. She earlier had pleaded guilty to three counts of first-degree child rape as part of a plea deal.

...Thurston County Deputy Prosecuting Attorney John Skinder said in a prior interview that the case has negatively affected adoptions bringing children to the United States from China, because the Chinese government is aware of the sexual abuse.

A 2-year-old child died in his Linden, NJ foster home last week, reported WABC-TV New York.

Vanessa Gentleman, the mother of 2-year-old Xavier and another child in foster care, trusted her children’s custody to a friend, until she started noticing cuts and bruises on Xavier’s face. She documented injuries such as a split lip, black eye, cut on his forehead and scars with photographs.

She repeatedly called the Department of Youth and Family Services, in November, December, January and February, including a call one week before Xavier died. Finally, a DYFS caseworker went to Xavier’s foster care home.

"Her exact word were, 'Oh, I seen your other kids, but I didn't see Xavier.' I said well did you request him, because I know by law you are supposed to, and she said 'no, I told her I would come back next week.' Well a week later, my son was dead," Gentleman told WABC-TV New York.  FULL STORY

Two words- INCOMPETENCE and criminal MALFEASANCE.  And it's universal in the child abuse industry.  Seriously- If we just shut this entire system down and left the kids at home, what's the WORST that would happen?  Who is most likely to KILL a kid?  A mother or a paid foster that's only in it for the money?  At least a bunch of criminal CPS people would be in prison where they belong.

Alternative discipline? I am a social worker in South - Africa. As most poeple know our country has gone through various political changes since 1994, with the fall of "apartheid." This has had various consequences in our schools. Suddenly the number of children per class was increased to about 40-50 per class. Suddenly all races were also mixed in schools. At the same time the basic policies underlying education was changed to that of an outcomes based system like that of many european countries as well as America. Physical punishment, which was a very powerful part of our previous education system and culture was also outlawed. This created a problem. Most teachers were used to using physical forms of punishement like spanking as a diciplinary method. Now they may not, and this has led to chaos in schools. Never before have we seen such discipline troubles in schools. Part of the problems is the fact that teachers lack skills in alternative methods of discipline. This has led me to working with various teachers in order to find solutions. What other methods are open to them? How do they learn these methods? What works and what doesn't? I would enjoy any inputs or advice form other socila workers or students. 

My answer to him at that time-

Well Praetor... there's drugs. That's about it. Here in America we are now charging kids with crimes and destroying their future- and their parent's too, rather than spank them.

Those are the "alternative methods of discipline".
