ALFORD v. HANER, No. 01-35141 (9th Cir. June 23, 2003)
Police officers were not entitled to qualified immunity in a 42 U.S.C.
section 1983 claim where, in light of facts and clearly established law, no
reasonable officer could have concluded that arresting plaintiff for taping a
traffic stop was permissible.
