Not so, according to Merck Manual Home Edition - "Neglect is 3 times more common than physical abuse." Statistics show that of 896,000 neglected and/or abused children, in the United States alone, about 1400 of them die. Why does this occur in the "home of the brave"? assault on 11-year-old alleged A 55-year-old man has been accused of sexual misconduct at a day care home he ran with his wife. By PAUL WALSH, Star Tribune Last update: August 28, 2010 - 10:42 AM Minnesota- A 55-year-old man has been charged with twice sexually assaulting an 11-year-old girl at a Burnsville day care he owned with his wife. Kay W. Brown of Eden Prairie was charged Wednesday in Dakota County District Court with second-degree criminal sexual conduct. At the time of the alleged assaults, in the summer of 2008, Kay and Lola Brown owned and operated Kid Kare at 14600 10th Av. S., authorities said. County Attorney James Backstrom said the day care was closed in January 2009, after the Browns ran it for about 11 years. Also, two website listings show another day care was run out of Brown's Eden Prairie home. A phone number for that day care is no longer in service. AFRA NewsHawk- Nearly One Million Children in U.S. Potentially Misdiagnosed With ADHD, Study Finds ScienceDaily (Aug. 17, 2010) — Nearly 1 million children in the United States are potentially misdiagnosed with attention deficit hyperactivity disorder simply because they are the youngest -- and most immature -- in their kindergarten class, according to new research by a Michigan State University economist. These children are significantly more likely than their older classmates to be prescribed behavior-modifying stimulants such as Ritalin, said Todd Elder, whose study will appear in a forthcoming issue of the Journal of Health Economics. Such inappropriate treatment is particularly worrisome because of the unknown impacts of long-term stimulant use on children's health, Elder said. It also wastes an estimated $320 million-$500 million a year on unnecessary medication -- some $80 million-$90 million of it paid by Medicaid, he said. Elder said the "smoking gun" of the study is that ADHD diagnoses depend on a child's age relative to classmates and the teacher's perceptions of whether the child has symptoms. "If a child is behaving poorly, if he's inattentive, if he can't sit still, it may simply be because he's 5 and the other kids are 6," said Elder, assistant professor of economics. "There's a big difference between a 5-year-old and a 6-year-old, and teachers and medical practitioners need to take that into account when evaluating whether children have ADHD." ADHD is the most commonly diagnosed behavioral disorder for kids in the United States, with at least 4.5 million diagnoses among children under age 18, according to the Centers for Disease Control and Prevention. However, there are no neurological markers for ADHD (such as a blood test), and experts disagree on its prevalence, fueling intense public debate about whether ADHD is under-diagnosed or over-diagnosed*, Elder said. Abusing due process Iowa's child-protection registry creates new victims By THE WASHINGTON TIMES 6:41 p.m., Wednesday, August 25, 2010 The Hawkeye State is one of America's child-abuse hotbeds, at least according to the latest federal statistics from state child welfare agencies. ....How has Iowa gone from heartland to hellhole? The answer is that it hasn't. And the millions of Americans on such lists in 45 other states reflect the same imaginary tide of abuse. Later this fall, a U.S. Supreme Court case will bring national attention to the issue. Iowa's parents are no worse than any others. A combination of a callous bureaucracy and poorly written laws has failed to put children's interests first and torn families apart. People whose names are added to Iowa's registry and may lose jobs or child custody as a result most often aren't accused of a crime, let alone indicted or actually convicted. An investigator determines whether 51 percent of the evidence points toward a case of abuse, a supervisor signs off, and the name goes on the list. If the "perpetrator" wants to appeal, instead of going to court, he first has to appeal to the same agency that pinned the scarlet letter to his chest in the first place. Child sex predators who are actually charged with a crime have more protections. Iowa's system is hardly among the worst. Last year, the U.S. Department of Health and Human Services reported that many states put residents on such lists with ridiculously little evidence. In some states, "abusers" aren't told they are on the list and don't get to know whether their appeal, sometimes consisting of a single conference call, is successful or not. Producing a federal list - to track abusers who move from state to state - would be impossible, the agency said, until some "minimal due-process protections were available to the [alleged] perpetrator." "I do not see a reason to invade Mr. Jackson's privacy," Superior Court Judge Mary Eva Colalillo said in denying a request by The Inquirer to unseal Jackson's file, which could include information on his education, finances, and job training. Colalillo said she would review medical records to determine whether an additional advocate is needed for Jackson. Jackson, 25, has been declared incompetent and is living in Gloucester County in a group home for the developmentally disabled. The Inquirer petitioned the court to unseal Jackson's files this month after publishing several stories in which advocates for the disabled raised concerns about the lack of transparency in Jackson's case. Tarquin Craig Thomas, 44, previously entered pleas of not guilty and not guilty by reason of insanity* to multiple counts of lewd behavior with a minor. Thomas’ trial has been postponed a dozen times since his arrest more than three years ago after prosecutors alleged he sexually and physically abused an Oregon foster child he was adopting. Thomas is a citizen of England living in San Mateo who worked as a software designer for Barclays investment firm between September and November 2005. Thomas also had a vacation home in Oregon and arranged to have a 9-year-old boy needing foster care in that state to be placed with him in San Mateo, according to the District Attorney’s Office. Shortly after the boy arrived in San Mateo, prosecutors say Thomas began two actions — adoption proceedings and near-daily molestation. Thomas is also accused of having the boy pose nude by himself and with other adults. Last week, the New Jersey Department of Human Services refunded $2.9 million in prescription drug and medical payments, the Star Ledger newspaper reported. Marie Tasy, the director of New Jersey Right to Life, released the information about the improper billing problems at Planned Parenthood last week. Falsely billing programs that were not qualified as family planning programs able to be reimbursed by the federal government had the state receiving $9 in reimbursement for each $1 spent on the nonqualified programs. | Public release date: 24-Aug-2010 Contact: David Finkelhor University of New Hampshire Child abuse declines nationally in spite of economic deterioration DURHAM, N.H. -- Child abuse declined nationally in 2008 compared to 2007, according to a new report by the Crimes against Children Research Center at the University of New Hampshire. Sexual abuse declined 6 percent, physical abuse 3 percent and neglect 2 percent. The report also found that child maltreatment fatalities stayed stable from 2007 to 2008. These trends are noteworthy, according to the report's authors, because 2008 marked the first full year of the current recession, and economic downturns are generally thought to be associated with increased family stress and child maltreatment. "This is good news, but we need to be very cautious," said lead author David Finkelhor, director of the center and professor of sociology. "It could be that discouragement and despair in families about their deteriorating economic situation take longer than a year to show their effects." On the other hand, the report notes, the recent declines represent a continuation of a large downward trend for physical and sexual abuse that is now over 15 years in length. "The long-improvement for sexual and physical abuse may be related to a generation-long effort to educate and respond more effectively and aggressively to the problem," Finkelhor said. "If successful prevention efforts are behind the declines, then the improvements may persist even in the face of social stressors like the recession." The report was based on an analysis of data on substantiated child maltreatment cases submitted by state child protection agencies to the federal government. Individual states may have trends quite different from the national trends, especially in the short run. For example, in New Hampshire, physical abuse was up 6 percent in 2008 over 2007 and neglect was up 35 percent, while sexual abuse declined 10 percent. Over the longer span, however, most states, including New Hampshire, show the nationally noted decline in physical and sexual abuse. That's the conclusion of a new report whose authors say the situation raises ethical concerns. More than a third of the published trials performed under 1997 legislation called the Pediatric Exclusivity Provision were carried out at least partly in developing or transitioning nations, such as Uganda and India, researchers found. "The trend that we describe brings up some scientific and ethical problems," said Dr Sara Pasquali, a pediatrician at Duke University Medical Center in Durham, North Carolina, whose findings appear in the journal Pediatrics. ...The idea behind the Pediatric Exclusivity Provision is to incentivize development of drugs for children in the US. There was nothing, and I mean nothing whatsoever, to indicate her position on child welfare issues. That’s probably the case with most candidates here in the USA. Though child welfare injustice is one of the BIGGEST and MOST IMPORTANT issues in this country, considering the suffering and injustice, few have the integrity to talk about it and try to do something to end the horror that is being inflicted on American families. I vow today to never vote for a candidate who isn’t brave and truthful enough to stand in favor of ending child welfare injustice. Anyone who isn’t trying to help families isn’t man or woman enough to get my vote. Avoidance of this issue is simply unacceptable. How about YOU? Are you going to vote for spineless clowns? How about all those incumbents who couldn’t be bothered to help you in your time of need? Here’s what I wrote to the woman’s campaign team:

Two extremely obese Georgia children who were removed from their home last week have some people saying their weight is a form of child abuse, but experts disagree. ABC News reports that James and Anne Cardona of Marietta, Ga., were arrested and charged with felony child abuse after their two daughters, ages 5 and 4, were removed from their home. Not only were their living conditions squalid, but the two girls are dangerously obese. The 5-year-old weighs 158 pounds and has trouble walking, the news station reports. The 4-year-old weighs 89 pounds -- a typical child that age should weigh about 40 pounds, according to the Centers for Disease Control and Prevention. However, experts say having an overweight child isn't child abuse, in and of itself. "Obesity is usually part of a much bigger problem. In a child protective services capacity, it would be seen as medical neglect, and that's just part of the whole picture," Linda Spears, vice president of policy and public affairs at the Child Welfare League of America, tells ABC. "The question is what's going on with the family that's causing the situation in which you have an obese child with health consequences that are not being addressed." She adds that as the national "epidemic" of childhood obesity continues to grow, social services departments are likely to see more and more obese kids when investigating child abuse claims. "There's a good likelihood that you will see a larger percentage of these cases becoming part of the child welfare caseload," Spears tells ABC. welfare workers under investigation Reported by: Janet Kwak Last Update: 8/23 10:45 pm WOAI SAN ANTONIO -- The U.S. Department of Labor is keeping an eye on Child Protective Services investigators who are eligible for overtime compensation. On May 28, 2010 the Department of Family and Protective Services received an administrative subpoena from federal government requiring certain CPS investigators to keep all emails, spreadsheets, databases, phone logs, and documents related to the hours worked over the past two years. News 4 WOAI has received complaints from current CPS workers who say they are being saddled with too many cases, claiming the agency has seen a mass exodus of experienced investigators. The U.S. Department of Labor would not go into detail about the investigation, citing it is an open case.

Dekker, 14, Sets Off on Round-the-World Sail Dutch girl is trying to become youngest person to circumnavigate the globe By DEAN SCHABNER Aug. 21, 2010 ABC News A month after being released from the guardianship of child protection services, a 14-year-old Dutch girl today set sail from Gibraltar in an effort to become the youngest person to sail solo around the world. Laura Dekker was en route to the Canary Islands on her 38-foot boat, Guppy, after saying goodbye to her father and friends earlier today. She began her trip in secrecy because, according to her manager, Peter Klarenbeek, she did not want any attention. Klarenbeek told The Associated Press that Dekker was in good spirits, and expected her round-the-world trip to take a year or more. The Dutch child protection agency had attempted to block Dekker from making the trip, but a court released her from their oversight last month after she switched to a larger vessel and took courses in both first aid and dealing with sleep deprivation. US/Eastern Child Sex Suspect Charged For 4th Time In Weeks
According to police, a criminal complaint was filed on Friday against Paul David Weimer, 40, who is already in the Allegheny County Jail on previous charges. According to our news partners at the Pittsburgh Post-Gazette, the latest charges were filed after a fourth juvenile boy came forward and described incidents from March 2006 to 2009. New charges include: involuntary deviate sexual intercourse, indecent assault, corruption of minors and statutory sexual assault. In a previous case, Weimer had obtained legal guardianship over a boy and had sexual encounters with him. Police said there may be more victims because the incidents included more than one child. Previously, State police investigators said Weimer started a sexual relationship even though he knew the male was a juvenile after he answered to a men serving men advertisement on Craigslist. The criminal complaint says Weimer and the juvenile had numerous sexual encounters at his home in Monroeville and in public places. I am mystified why this filth is called "sex". It used to be called SODOMY or buggery. As far as I know, I don't have to be "tolerant" of men doing little boys. |

Off to his side, members of his family broke into tears — some for Dakotah and others for 69-year-old Jesse Miles, whom Dakotah killed March 7. The case has created a rift in the families of both Dakotah and Miles. The ruling by the jury of 10 women and two men means Dakotah, a former Niles High School student, will spend the rest of his life in prison without the possibility of parole. Jennifer Ann Montag, 41, was sentenced to two terms of one to 15 years in prison by 2nd District Judge Ernie Jones for two counts of forcible sexual abuse, a second-degree felony. The judge ordered the sentences to run concurrently, prosecutor L. Dean Saunders said. He said no restitution was ordered in the case because the woman's victim has yet to go to counseling* and hasn't incurred any costs. Saunders said he felt the sentence was fair, considering the "long-term impact" the relationship had on the woman's victim. "I think that was the appropriate sentence for the charges she had," he said. "She refused to accept responsibility and denied she did anything wrong." The relationship was discovered after the woman was caught by a family member in her bedroom with her 14-year-old foster son, who was naked, court records state. Montag then confronted the family member after being discovered, court records state, telling him, "You will ruin our family. I could go to jail, and if I do, I will kill myself." Montag's husband told police the couple became foster parents about four months before the relationship was discovered. He said he had previously called the family's caseworker and asked about having the victim removed from the home. KIMBLE Union Leader Correspondent August 19, 2010 BRENTWOOD – Kristin Ruggiero will spend 7 to 14 years in state prison for what police say was part of a years-long ploy to use the criminal justice system against her ex-husband, who was thrown in jail and nearly lost his career during a bitter divorce.
"There's a lot of people, usually women, who have been subjected to abuse by their significant others," McHugh said, during Ruggiero's sentencing yesterday. "As a result of her actions, their cases, their safety, their security has been damaged. The web for this is much greater than what has just happened to Mr. Ruggiero." A jury found that Kristin Ruggiero registered a disposable cell phone under her ex-husband's name and sent herself a dozen threatening and suicidal text messages. She then reported to East Kingston police in May 2008 that her ex-husband had violated bail conditions tied to a criminal threatening case, which police learned was also fabricated by the 34-year-old mother. By portraying herself as a victim, she duped local police and portrayed her ex-husband, Jeffrey Ruggiero, as a violent monster while the couple was going through a contentious divorce in family court, according to prosecutors. The couple battled over finances and their 7-year-old daughter. While Jeffrey Ruggiero was being investigated, his ex-wife called him at all hours and taunted him over the phone, according to court testimony. "She mocked him. She laughed at him. (She said) 'I took all your money, I took your daughter and now I am going to take your career'," Assistant County Attorney Jerome Blanchard said in court yesterday. ...He said Ruggiero's folly came because claims in criminal court had to be backed up -- unlike in family court where she made repeated claims about ex-husband's behavior. "Unfortunately for her, we're not in family court anymore," Blanchard said. Blanchard argued that Ruggiero continued to try to manipulate the justice system, even after her conviction in May from her jail cell. In a series of recorded phone calls from the jail played in court, Ruggiero asked her mother to get a letter from a doctor, which would claim that Ruggiero suffered a form of psychosis stemming from addiction to Adderall and alcohol. "I'm going to pull the mental health card, you know what I mean?" Ruggiero says during the call, which was played in court. "It has to be outpatient in the United States and I can live at home." ...Before her arrest in September 2008, Ruggiero nearly had the criminal justice and family court system fooled, according to prosecutors. A district court judge convicted Jeffrey Ruggiero of misdemeanor criminal threatening and related charges, but refused to jail him before sentencing. That allowed Jeffrey Ruggiero to remain free on bail and return to his job as a petty officer in the U.S. Coast Guard. It enraged Kristin Ruggiero so much that she came up with the scheme about receiving a series of threatening and suicidal text messages. Ruggiero was sentenced on 12 counts of falsifying physical evidence, which each carry a potential 3 1/2 to 7-year prison term. The case that McHugh repeatedly described as "bizarre" yesterday may not be over. Prosecutors revealed during Ruggiero's sentencing hearing that a new criminal investigation related to her is under way. DHS Impostors Tried To Take Daughter Police Investigate Alfalfa County Incident POSTED: 10:12 pm CDT August 18, 2010 UPDATED: 11:58 pm CDT August 18, 2010 KOCO ALINE, Okla. -- An Oklahoma mother said that two women posed as workers with the Department of Human Services and tried to kidnap her 2-year-old daughter. The woman, who lives in Aline, Okla., but asked that her identity remain secret, said that what happened to her on Tuesday seemed real, but she didn't fall for it. She said the women told her they were investigating a child abuse complaint and that they had a court order to take custody of the girl. "I was hysterical," she said. "I thought they were going to take my kids because I thought it was the Department of Human Services." She said the women told them she was in trouble because of bruising seen on one of her other children. "They said they had allegations that one of my children had been abused and there were some other allegations and they needed to come inside," she said. She said she didn't let them in, but the women knocked again a few minutes later. She said they told her they had a court order and one of the women tried to grab her daughter. "She tried taking off with her and got off the porch," she said. "When I got to her, I basically slapped her in the face and pulled my daughter out of her hands. I went to the door and told them they need to come back with the police." She said the women got into a car and drove away. A pair of city social workers sent to remove two children from an abusive Bronx home thought they could count on the two NYPD cops by their side in case things got ugly. Instead, the officers bungled the case so badly, the social workers say, they ended up in the middle of a melee that left them beaten and bloodied - by the cops. "I don't feel safe anymore," said Administration for Children's Services staffer Virginia Thomas as tears streamed down her face during an interview with The News. Thomas, 30, and Virginia Vaca, 37, said they are too traumatized to return to work. "If I see a police officer, I will go the other way. I lost faith in the NYPD," Thomas said. On June 30, the pair decided they needed to remove two girls, a 4-year-old and a 9-month-old, from a drug-abusing mom and violent dad. Following normal procedure, they called for backup from the 41st Precinct. Vaca said as soon as she spotted the two responding officers at the Hunts Point building, she sensed trouble. There was no supervisor, a violation of the police patrol guide. Then, the cops told the women to knock on the apartment door instead of making sure the home was safe for ACS workers to enter, said Gary Maitland, a lawyer for their union, Local 371. Once inside the apartment, Vaca said officers argued with the children's mother for 20 minutes - and then let her call the girls' volatile father. Tensions exploded. The cops could not restrain the dad and called for backup. Nearly a dozen uniformed men busted through the front door - knocking the two ACS workers to the floor. "We kept trying to get up, and they are pushing us back down," Thomas said. Vaca said she "kept trying to tell them we were ACS." One cop replied, "I don't give a f--- who you are," Vaca recalled. A lack of education? Or some sort of untouchable mysticism that surrounds that which we all share and though rarely speak of? I'm talking about childbirth and the endless misunderstandings and misinformation that go along with birth -- especially in this culture. From what women experience emotionally and physiologically during labor to what women's legal and ethical rights look like during the same period, the impact of not only our ignorance about birth but our desire to control what we don't know or don't understand, serves no one. Case in point: The National Association for Pregnant Women (NAPW) recently acknowledged a victory in which they played a part related to a woman who had given birth three years ago and had her newborn swiftly whisked away by a child protective authority claiming child endangerment for refusing to "pre-authorize" a cesarean section. The victory came in the form of a court decision last week reversing a lower court's decision to terminate the mother's parental rights (Ms. M aka V.M.) and remove the baby from her custody at birth, because she didn't consent to a C-section, even though it was never medically necessary. ...This occurred in a New Jersey hospital that has a 50 percent C-section rate. The hospital policy is that whenever a maternity patient comes in the door, they immediately are asked to pre-authorize any intervention. It's standard practice and it's not uncommon. refused.Douglas Perlitz, 40, pleaded guilty Wednesday in U.S. District Court in New Haven, Conn., to travel with intent to engage in illicit sexual conduct, a charge that carries up to 30 years in prison. As part of a plea deal, he admitted to engaging in illicit sexual conduct with eight Perlitz is a former Connecticut resident who now lives in Eagle, Colo. He was charged last year with enticing boys at the Project Pierre Toussaint School in Cap-Haitien into sex acts. Prosecutors say Perlitz, 40, withheld benefits and threatened to expel the boys if they spurned him. "This defendant preyed on impoverished and powerless street children in Haiti, enticing them with significant benefits such as food, shelter, clothing and education, only to exploit his position of trust and sexually abuse the boys under his care," said U.S. Attorney David Fein. Steven Giardini was indicted on charges of enticement and solicitation crimes over the computer with the intent to produce child pornography, the Alabama Attorney General's Office said in a statement. Giardini, a former prosecutor in Mobile County, was arrested Tuesday. The charges stem from the suspect's alleged communication with what he thought was a 15-year-girl, Alabama Attorney General Troy King said in a statement Tuesday. It took an attorney and a hand-delivered request to the agency’s head of records to get a single disk filled with mostly illegibly scanned files. “It’s a betrayal. I was a kid in their system, a part of their family, and for three years they gave me the finger,” says Ecke, a 38-year-old social worker who lives with her husband and kids in Colorado. “I don’t have a family to keep records for me, to share information about my life. It’s so paternalistic, like I’m not competent to have my own records.” Ecke’s experience is only unusual because of how persistent she was. Child welfare advocates say young adults who age out of foster care are routinely denied their records: The state either ignores their requests, tells them they can’t be found or says compiling the paperwork will take anywhere from months to years. A study of medical records from 31 million people aged 18 to 49 and hospitalized from 1995 to 2007 found that those who had abused amphetamines had triple the odds of aortic dissection, the team at the University of Texas Southwestern Medical Center said. Amphetamines, often called speed or crank, are widely abused but also legitimately used to treat attention deficit disorder, narcolepsy and other sleep disorders. They can also aid in weight loss. The drugs make the heart beat harder and can raise blood pressure. Researchers have previously found they could raise the risk of heart attack and some had suspected that abusing the drugs could also cause aortal tears. Writing in the American Heart Journal, Dr. Arthur Westover and his colleagues at UTSW said they also examined medical records for more than 49 million people over 50 from the same period. "We found that the frequency of aortic dissection is increasing in young adults but not older adults," Westover said in a statement. "It is not yet clear why." "Doctors should screen young adults with aortic dissection for amphetamine abuse in searching for a potential cause." Records from patients in California, Hawaii, Oregon and Washington state showed three times as many cases of aortic dissection linked to amphetamine abuse among young adults. These states also have higher than average rates of amphetamine abuse, Westover said. "This illustrates that in areas where amphetamine abuse is more common, there are greater public health consequences," he said. According to the National Institute on Drug Abuse, amphetamine and methamphetamine abuse is worsening in the United States. In 1992 about 21,000 people were admitted to hospitals for treatment of amphetamine and methamphetamine abuse, representing 1 percent of all treatment admissions during the year. Today, the U.S. Department of Housing and Urban Development (HUD) announced $20 million in funding to local housing authorities to help more than 2,500 families stay together. It’s estimated that the rental vouchers awarded today will reunite nearly 5,000 children with their parents or prevent them from entering foster care in the first place. “The foster care system is an important safety net for children when there’s no alternative, but not having the means to obtain affordable housing is hardly a good reason for families to be divided,” said U.S. Housing and Urban Development Secretary Shaun Donovan. “Thankfully these vouchers will keep thousands of families together under one roof.” HUD’s Family Unification Program (FUP) will make 2,543 Housing Choice Vouchers available for families whose inadequate housing is the primary cause of their separation or near separation from their children. Chief Executive William Fujioka will ask the Board of Supervisors on Tuesday to require cooperation from all departments. The decision to investigate the leaks was reportedly made during closed session. The series of child deaths led the county to earlier order an audit of the Department of Children and Family Services. The probe will examine technology failures, management accountability and cooperation with other county agencies. The deaths include the June suicide of an 11-year-old boy. parents accused of endangering a minor Central Kentucky News-Journal Two Campbellsville residents have been accused of endangering their foster child after the child allegedly nearly drowned at Green River Lake. Everette Allen, 53, and Peggy C. Allen, 49, of 1191 Social Band Road were cited Friday, Aug. 6 at 7:14 p.m. According to the Allens' court summonses, the two allegedly failed to supervise a foster child who nearly drowned. Court records allege that the Allens were not supervising children who were swimming at the lake on July 17. Park Ranger Stephen Martin investigated. The Allens were charged with endangering the welfare of a minor, which is a misdemeanor. They are scheduled to be arraigned in Taylor District Court on Monday, Aug. 23. Anybody thinking about fostering would be wise to know that the system will cost you your savings, home, everything you own, and possibly put you in prison- for ANY reason. Just like they do to real parents. Also note that stories of kidnappings from real parents never use the word "alleged". |

Ohioans On Welfare Are Signing Up To Vote By Associated Press Published: August 15, 2010 COLUMBUS, Ohio -- More than 100,000 Ohioans signed up to vote through welfare programs from January to June in part of an effort to get more poor people involved in elections. The Election Assistance Commission says the number of people who registered to vote with public-assistance programs nearly doubles the annual average in 2007 and 2008. The increase in low-income voters comes after a new set of rules went into effect in January. The rules make sure Ohio follows a federal law that says voter registration information has to be provided to people applying for welfare programs. Since Congress passed the National Voter Registration Act of 1993, states like Ohio focused more on tying voter registration to driver's license applications than to public assistance programs. (AP) - The state Supreme Court has overturned the child abuse conviction of a Gallup woman for the death of an 18-month foster child who was in her care. Cleo Juan had been sentenced to life in prison - at least 30 years before becoming eligible for parole - for the 2006 death of Colby Shirley. The infant died of head injuries. The Supreme Court sent the case back for a new trial. The justices ruled Monday that a district court judge wrongly failed to answer a question from jurors during deliberations on whether they had the option of not reaching a verdict if deadlocked. The justices said the jury was "coerced" into reaching a verdict by the judge's failure to provide additional instructions. Seems like the "fix" is always in for the systemites, doesn't it? |

A judge sentenced Jose Huertas-Aponte to up to 24 years in prison. In May Aponte pleaded guilty to sexually abusing a 12-year-old boy at Aponte's home and other locations for an eight-month period starting in November 2007. At the time Aponte was employed by Northampton County as a county social worker in the county's Children, Youth and Families Division. He's now awaiting extradition to Puerto Rico, where authorities say he sexually assaulted a boy back in 2003. Don't miss the video there.

Judge Timothy Feeley ruled that not only did Kristen LaBrie and her lawyer, Kevin James, fail to show him any evidence that LaBrie had a client-social worker relationship with the Department of Children and Families staff members who investigated the matter, but that even if they had, the statements would be admissible because the state child protection law creates an exception to the usual privilege between a social worker and client. Multiple media outlets reported that Helen Reyes of Raleigh is scheduled for a court hearing on Thursday in Johnston County. She's charged with neglient child abuse in the death of her daughter, Teghan Skiba. Teghan died July 19 at UNC Hospitals in Chapel Hill. Authorities say she had suffered cuts, bite marks, head trauma and sexual assault injuries. Jonathan Douglas Richardson of Smithfield is charged with murder in Teghan's death. Teghan had been living with her mother and the 21-year-old Richardson in a barn behind the home of Richardson's grandparents. Authorities say Reyes left her daughter in Richardson's care while she went to military training in New Mexico even though she knew of earlier abuse. Perhaps young single mothers have no business in the military? |

Investigators say the two would force some of the children to sleep outside on concrete, denied food and water and may even have been beaten with plastic hangers. James is also accused of threatening to kill the children if they did not behave Savoy. Authorities say they have identified a total of 9 children, who may have been victims of the abuse. She is looking for a direct cause-and-effect relationship, such as a family that became homeless or lacks adequate housing because of job loss or foreclosure and, as a result, either had CPS take away the children or the parents felt they had no choice but to surrender them "voluntarily." By Naureen Khan AMERICAN-STATESMAN STAFF Published: 10:00 p.m. Tuesday, Aug. 10, 2010 One in four girls and 1 in 6 boys will be sexually abused before they reach their 18th birthday, but only 1 in 10 will tell, according to the Children's Advocacy Centers of Texas. Officials with the Children's Advocacy Centers, an umbrella group comprising private local nonprofit organizations that work to combat child abuse, have joined with county and state officials on a statewide One With Courage campaign . The campaign is designed to encourage the reporting of abuse. The group and its 64 local chapters secured about $380,000 from the Texas attorney general's office for the campaign. Television and radio spots began airing Tuesday. "We have worked for a long time to get the processes right," Travis County District Attorney Rosemary Lehmberg said at the launch of the campaign Tuesday afternoon. "But it's not just the professionals. It's everyone's job to prevent child sexual abuse." In 2009, Child Advocacy Centers statewide served 40,000 children, but officials said they think the actual number of children who are sexually abused is much higher. "The whole issue is taboo. It's a secret crime, and it easily avoids detection," Lehmberg said. "The next step is to get the public more aware and involved." The initiative also includes Internet ads, billboards and a website, www.onewithcourage.org, which provides information on how to recognize signs of sexual abuse and report it. "The heartbreak won't end until we all work together," Austin police Cmdr. Julie O'Brien said. Federal Abuse Statistics Indicate Bias by Rich Daly, Register Correspondent 08/10/2010 WASHINGTON — The latest federal data indicate child-protection agencies nationwide continue to target Christian families, according to Christian legal experts and advocates for reforming aggressive child-welfare agencies. The Fourth National Incidence Study of Child Abuse and Neglect (NIS-4), released earlier this year, indicated a dramatic nationwide drop in the incidence of suspected child abuse and neglect. The report, mandated by Congress and issued once a decade by the Administration for Children and Families (ACF) in the Department of Health and Human Services, is considered the gold standard in estimating abuse and neglect rates nationwide and providing a point of comparison from previous years. The study, which is based on reports between 2005 and 2006 from more than 10,000 “sentinels” who are connected in various ways to child protection, found that the estimated rate of all forms of maltreatment is down 26% since the last study in the mid-1990s. Drops included a 47% decrease in the rate of sexual abuse and a 29% decrease in physical abuse. The recent national study was released with no public notice or press release, which contrasted with the Clinton administration’s highly touted release in 1996 of the previous NIS that had found large increases in child abuse and neglect. The report confirmed the anecdotal concerns of some critics of child-protection agencies because it singled out as “endangered” children not enrolled in school — including home-schooled children, children from large families and children whose mother is abused. For instance, the report found that sentinels were most likely to file abuse or neglect allegations against families with four or more children. “The real epidemic is in false reports,” said Stephen Krason, professor of political science and legal studies at the Franciscan University of Steubenville in Ohio. “Some people will think large families must have neglect because parents couldn’t possibly look after all of these kids.” Krason, who has overviewed the existing research on child-protection overreach, said the data reflect a focus by the agencies and other “mandated reporters” on families that they disfavor for personal reasons, including anti-Christian bias. Such mandated reporters are uniquely exempt from civil liability claims and are not required to provide actual evidence of abuse or neglect to submit families to lengthy and invasive investigations. “These people are notorious for inserting many things under the label of ‘abuse’ that no commonsense person would think of as abuse,” Krason said. officer on child sex charges Updated: 06:54, Wednesday August 11, 2010 Sky News Australia- A former NSW police officer has been charged with a string of child sex offences including producing child pornography. The 40-year-old was arrested on Tuesday after a Sydney home and business were searched about midday, uncovering a number of computer hard drives, discs, notes and photographs, police said. The items were removed for forensic analysis and the man was taken to Camden Police Station, in Sydney's southwest. He was charged with five counts of sexual intercourse with a child aged between 10 and 16 in circumstances of aggravation, two counts of producing child pornography and six counts of publishing child pornography. He was refused bail to appear in Campbelltown Local Court on Wednesday.

According to police, another juvenile came forward claiming he also had sexual encounters with 40-year old Paul David Weimer. Weimer had obtained legal guardianship over the boy and police said there may be more victims because the incidents included more than one child. He is now facing additional charges that include: involuntary deviant sexual intercourse, indecent assault, endangering welfare of children and corruption of minors. Previously, State police investigators said Weimer started a sexual relationship even though he knew the male was a juvenile after he answered to a men serving men advertisement on Craigslist. "The individual who was arrested last night responded to the ad immediately they began to communicate through e-mail and at some point in time they started to communicate through texting and then arranged to meet for the first time and they had an ongoing relationship of a sexual nature," Tpr. Robin Mungo said last week. The criminal complaint says Weimer and the juvenile had numerous sexual encounters at his home in Monroeville and in public places. If Weimer is charged with more severe sexually related charges, it won't be the first time. The complaint says he was previously charged with rape, involuntary deviate sexual intercourse and indecent assault.* He was convicted of corruption of minors and authorities say sexual activity with juveniles was involved. *Note paragraph 3 above- "Weimer had obtained legal guardianship over the boy". Commonwealth's Attorney Duncan Minton announced the decision at a hearing today. Minton said the decision not to proceed in a trial against Edward L. Hope Jr., 53, of Goochland County was made after consulting with the girl's family and therapist. The abuse stemmed from alleged daily sexual encounters over a three-year span that began when the girl, now 13, was in second grade. The arrest warrant stated the alleged offenses took place between September 2002 and September 2003. He was charged with a felony count of forcible sodomy in January 2009. Min ton said there is no statute of limitations on felony cases in Virginia, so there's still a possibility the girl may be able to testify in the future. The defense claims evidence seized in a search of the doctor's office and two outbuildings last year should be thrown out because the search warrant did not cover the entire area. Prosecutors have not yet filed a response. Bradley, 57, faces more than 500 charges of sexual assault in cases involving more than 100 children. (AP) — The mother of a 15-year-old Dyersburg girl who was killed by her father after she claimed he sexually abused her is suing the state. Jessica Readen, of Roseburg, Ore., claims the Department of Children's Services failed to protect her daughter when it moved her into the house of neighbors Todd and Susan Randolph, two doors down from her father, Christopher Milburn. Milburn killed himself on Aug. 2 of last year, shortly after killing his daughter and Todd Randolph. The State Gazette reports Readen's suit claims the Randolphs called a DCS caseworker's cell phone repeatedly on Aug 1 and 2 because they were concerned about Milburn's behavior, but their calls were never answered. Readen has also filed a $13 million lawsuit against Milburn's estate and his widow, Amber Milburn. Here's the problem- Just like everybody else, Jessica Readen thought DCS was law enforcement. The National Center for Missing and Exploited Children (NCMEC) in the United States estimates that between 100,000 and 300,000 American children are forced into prostitution every year - sometimes through being kidnapped near their homes. Some are as young as 12 years old. Asia was 17 when she was approached by a pimp in Wisconsin. She had run away from home after having problems with her family. She said: "It was a very vulnerable time in my life and I didn't have any support. "A pimp offered me a better life and I agreed. He posted me on the internet and men called me and I ended up selling my body and having sex for money." The NCMEC, which focuses on finding missing children and educating the public on how to prevent child abduction and sex abuse, says many victims are runaways and homeless youths. ...Ernie Allen, president of NCMEC, says this is an enormous problem that's not recognised enough and under-reported. Social workers attempt calm removals Jennifer Jacobs • The Des Moines Register • August 9, 2010 Iowa social workers' old way of abruptly pulling children from parents suspected of abuse or neglect is too traumatizing for everyone involved, the state's top child welfare officials believe. That method still is the norm in almost all of Iowa's counties. But in an experiment in Polk County, social workers forewarn parents that they intend to remove a child. And they invite parents to help make the removal easier: Pack favorite belongings, schedule visits to see the child in foster care, hug their son or daughter goodbye. National experts view the Iowa Department of Human Services' new strategy as only a partial step toward better involving families in protecting children. Iowa has one of the higher rates in the nation of social workers removing children from their homes. DHS wants to take Polk County's approach statewide: Unless a child is in immediate danger of injury or death*, social workers conduct a "pre-removal conference." The meeting gives troubled parents a chance to find a relative to care for the children** and time to explain to the kids what's happening, said Wendy Rickman, DHS' top official for child protection. "What we used to do is just go get them," Rickman said. "You had kids screaming, and you had parents screaming. You're taking babies from Mom, and you're pulling and they're pulling, and you're trying to figure out: 'How do I get clothing for this kid?' And then you don't leave with their favorite stuffed toy and the things that are going to comfort that child. Kids left in diapers." When Polk County social workers started forewarning parents 2½ years ago, they feared families would disappear. It said there were 98,300 people on domestic purposes benefits, 97,500 people on invalids benefits, 75,300 on unemployment benefits and 65,700 on sickness benefits. There were more than 356,000 people drawing some sort of benefit. The report said the current system was unsustainable, didn't provide equal and fair opportunities for people on different benefit types and was associated with poor social outcomes. Benefit support became important when the global economic crisis hit in 2008, the WWG said. "But there is also evidence that many people who entered the benefit system as a result of the last recession have found it difficult to escape, and may go on to spend many years out of work." Social Development Minister Paula Bennett and Prime Minister John Key in March announced plans to reduce the number of people receiving benefits by supporting them back into work and tightening rules around benefit eligibility. When Proposition 13 was passed by California voters in 1978 — greatly reducing state property taxes — a number of cities immediately announced that they would cut back on library and/or city parks services. How dare the rabble stick its collective nose into the affairs of state? It should be noted that the services local governments are the first to curtail are those actually desired by the citizenry. There is rarely a suggestion made that the jobs of city administrators be eliminated. After all, someone has to be shooting paper-clips at his fellow workers, or reading People magazine, or solving the daily crossword puzzle! The assumption prevails that, while non-government employment or programs are subject to curtailment during economic recessions, the continued employment of these make-believe “public servants” should remain protected. As officials of various cities look for ways to cut their costs, let them begin with those agencies and services that the local citizenries do not value: perhaps meter maids, traffic courts, or health departments that spend their time ferreting out little girls’ lemonade stands, would be places to start. By Christopher Booker Published: 9:00PM BST 07 Aug 2010 London Telegraph, UK What don't usually make the news, however, are the hundreds of cases when the social workers' failure is the very opposite: where, aided by police and courts, they seem determined to remove children from responsible parents, to consign them to an often miserable life with foster carers or to adoption. Having examined many such cases in recent months, some in exhaustive detail, and spoken to experts who are deeply disturbed by what is going on, I have no hesitation in describing this as one of the worst hidden scandals in Britain today. It is clear that the child protection system created under the Children's Act 1989 has gone horrifyingly off the rails, leading one High Court judge recently to compare it to the kind of thing which went on in 'Stalin's Russia or Mao's China'. Two general aspects of this system failure are particularly shocking, One is the callous disregard the system shows for both parents and children in failing to uphold the central principle it was set up to protect: the interests of the children. The other is how the system is shrouded in such secrecy that its workings remain almost entirely concealed from public view. What is remarkable is how consistently this system displays the same fundamental flaws. From the moment social workers intrude into their lives, the parents find themselves treated like criminals, plunged into a Kafka underworld. When their children are seized, on suspicions which too often turn out to be unfounded, this is almost invariably with full support from the police. When one mother was recently breast-feeding her newborn baby at 3 o'clock in the morning, no fewer than nine police officers and social workers entered the hospital room to wrest the baby from her. The parents then find themselves caught up in a court system which seems almost entirely geared to taking their children away. There seems no one outside the system they can turn to. The judges seem predisposed against them, Even their own lawyers can seem as much part of the system as those acting for the other side. When independent experts wish to put their case, their evidence is often ignored. ...Family courts should no longer be allowed to accept mere 'hearsay' evidence, Social workers should no longer be allowed to snatch children simply on vague suspicions that they might suffer 'emotional harm'. Finally, the courts should no longer be allowed to exclude evidence from independent experts just because this might challenge the social workers' case. With these reforms, says Mr Josephs, much of the rampant injustice of this system might be removed. Bans Foster Children from Clinical Drug Trials August 06, 2010 by Pareesha Narang Youth Today Sixteen months after 7-year-old Gabriel Myers committed suicide while taking psychotropic drugs, the state of Florida has banned allowing any children in the state’s custody from participating in clinical drug trials. It is unclear if Gabriel was involved in any clinical trials. The doctor who prescribed the medicines to him was conducting clinical trials involving psychotropic drops and the Food and Drug Administration sent him a warning letter earlier this year about overdosing children who were involved in those trials. The Florida ban was imposed after the state tried to find out from the FDA if Gabriel or any other foster care child in Florida was a participant in such trials, and the FDA said it could not disclose such information and that mostly they know participants by only coded identifiers. Though Florida officials had suggested that, under such circumstances, the Federal Food and Drug Administration ban all foster care children from participating in such trials, the agency refused, saying the children might benefit from the drugs. Jim DeMint (R- S.C.) said that if President Barack Obama gets his way and the Senate ratifies the United Nations Convention on the Rights of the Child, the precedent would be set to place parental rights under the jurisdiction of the international community. “We believe we need to take clear action here in Congress to protect the rights of parents to raise their children," DeMint said at a Wednesday panel discussion. "This treaty would, in fact, establish a precedent that those rights have been given over to the international community." DeMint is lead sponsor of S. Res. 519, a resolution to protect parental rights, which is co-sponsored by 30 senators total. Only four more senators need to sign on to inform President Obama that he does not have enough votes in the Senate to ratify the treaty, DeMint said. Some have never had a Christmas or birthday celebration. They all just want to know someone cares. Children and young adults from the Michigan foster care system took turns for more than two hours this morning sharing their stories, concerns, hopes and dreams with more than 50 policy makers from across the state in hopes of improving the system. The discussion, called KidSpeak, was part of a four-day camp at Michigan State University designed to encourage foster care youth to finish high school and attend college. The camp is a partnership between the MSU School of Social Work, MSU College of Law and the nonprofit youth-advocacy group Michigan’s Children. Many of the youth shared stories of abuse and neglect. They asked policymakers to consider ways to make the foster care system a safer process that sets them up for success. “This was my opportunity to get outspoken,” said Orlando Mitchell, a 20-year-old who spent years in the foster care system. Governor Brewer commits to end child abuse August 6, 2010 Posted: 9:32 AM By: Steve Kuzj PHOENIX - It is very rare that the entire country can ever come together on something, but when it involves child abuse everyone seems to be in agreement. Friday, Governor Jan Brewer will unveil a new commitment to eliminate child abuse backed by the governors of all 50 states. Supporters with the anti-child abuse organization, Childhelp say this new resolution could not have come soon enough. “The fall of the U.S. economy has put a lot of families on hard times,” Childhelp’s Vice President, Paul Penzone said. “Child abuse is up more than ever now because of money frustrations.” According to the United Nations Children's Fund, 51 children died from abuse in 2009 in Arizona alone. The organization says five children die per day in the U.S. from child abuse. UNICEF says those deaths add up to more than 1,700 children annually. Based on a UNICEF report, the United States has abuse and neglect death rates that are 10 to 15 times higher than the average for leading countries. The U.S. represents 42 percent of the world’s total deaths for children under the age of 15 in abuse related cases. “This resolution is a commitment to provide governmental support to more troubled families,” said Penzone. ”The aim is to eliminate as much abuse as possible.” The unveiling will take place at the state capitol in downtown Phoenix at 10:30 a.m. I wonder if these talking heads have a single clue about WHAT

Friday, August 6, 2010 It's always been something of a mystery why those serial grandstanders on the Los Angeles County Board of Supervisors do an even worse job of handling child welfare than their counterparts in most of the rest of the country. Did I say most? Actually, I've never seen a political governing body do worse. Today, I discovered one possible reason: Maybe it has something to do with poor choices when hiring staff. Certainly it would be hard to do worse than to listen to Wendy Ramallo, a former senior legislative deputy to Supervisor Gloria Molina. She wrote an op ed column in the Los Angeles Times called "How to fix L.A. County's broken child welfare system." A better title would be "How to make sure L.A. County's broken child welfare system never, ever gets better." The column is a collection of all the usual family-bashing demagoguery that has characterized the politics of Los Angeles County child welfare for decades. Keeping families together is scapegoated for every recent high-profile tragedy (except, of course, the recent death in foster care, which Ramallo simply leaves off her list). And Ramallo says that Los Angeles County, already in the midst of a foster-care panic and taking children at a higher rate than most big metropolitan areas, should be consigning even more children to the chaos of foster care. So it's no surprise that almost every one of the "solutions" Ramallo has tried has been tried elsewhere – and failed. FULL STORY |

The Appeals court ruling overturned a family court decision, and found that the parents suffer from unspecified physical and psychological disabilities. Heath and Deborah Campbell were victims of childhood abuse and neither "have received adequate treatment for their serious psychological conditions," the ruling stated. The parents "recklessly created a risk of serious injury to their children by failing to protect them from harm and failing to treat their disabilities," the judges ruled. They cited a typo-riddled note written by Adolf Hitler's mom and slipped to a neighbor warning that her husband had threatened to kill her, reports AP. "Hes alread tried it a few times. Im afread that he might hurt my children if they are keeped in his care," wrote Deborah Campbell, who later called the note she admitted writing "a lie." The family attracted the attention of the media and child welfare authorities after a local supermarket refused last year to decorate a birthday cake with 3-year-old Adolf Hitler's name on it. And on Wednesday, his behavior persuaded a civil court jury in San Jose to award $30 million to one of his male victims, who is now 25. The victim, who lives in the South Bay, "is haunted every day by this stuff," said Stephen Estey, the San Diego attorney who represented him. "Jackson always wore a ton of Brut cologne and when my client gets around someone who's wearing it, he gets panic attacks and flashbacks and thinks he's going to die." Starting when he was 11 years old, he was forced into more than 600 acts of sexual abuse from December 1995 to March 1999, according to the suit. The measure passed the Senate unanimously as lawmakers hurried to begin a five-week recess. A House of Representatives committee has approved a bill providing nearly double the amount of money, so the initiative still has several steps to go through in the Democratic-controlled Congress before final passage. Senate Democrats, mindful of huge federal budget deficits (that is a joke, right?), said the cost of the additional money to help feed poor children and women would be offset by changes to other Department of Agriculture programs. The vote by the Senate comes as demands for federal nutrition programs have increased significantly following a severe economic recession from which the United States is slowly emerging. Or not According to U.S. Department of Agriculture statistics, 17 million households representing 49 million people were "food insecure" at some point during 2009. This is the highest level since 1995, when the first national food survey was conducted. The legislation is designed to bolster school lunch programs and other government nutrition plans that are set to expire on September 30 unless Congress approves new funding. The bill also takes steps to address the growing problem of childhood obesity by setting national nutrition standards for all foods dispensed at schools. Senate Agriculture Committee Chairman Blanche Lincoln said the bill "will finally put us on a path toward improving the health of the next generation of Americans, providing common-sense solutions to tackling childhood hunger and obesity." Investigators who searched Duprey's home in April 2009 looking for evidence of child pornography found journals, photographs and computer records detailing Duprey's involvement with the 13-year-old child as well as past sexual abuse of other children. Prosecutors say they also found a detailed guide written by Duprey on how to seduce teenage boys for sex. |

He entered a guilty plea in November 2009 to charges that he tried to travel to Mexico to have sex with a 13 or 14-year-old boy. He also admitted to having child pornography on him at the time. The former superintendent reportedly admitted to booking a ‘sex tourism’ visit to Mexico through Yuma. On June 19 of last year he says he traveled there and met someone whom he thought was a driver sent to pick him up but was really an undercover ICE agent. “It is disturbing that someone, having held such a trusted position with children, could have acted with such depravity and committed these illegal acts targeting child victims,” says U.S. Attorney Dennis K. New World of ObamaCare Written by Michael Tennant Thursday, 05 August 2010 00:00 New American ....Invading Homes and Schools The first of these is Section 2951, entitled “Maternal, Infant, and Early Childhood Home Visiting Programs.” This section requires all states to perform a needs assessment that identifies at-risk communities and “the quality and capacity of existing programs or initiatives for early childhood home visitation.” States can then apply for grants to establish early childhood home visitation programs. The programs will target high-risk communities first, with “high-risk” defined as “eligible families who reside in communities in need of such services,” followed by eligible families with low incomes, pregnant women under 21 years old, “a history of child abuse or neglect … or interactions with child welfare services” (not evidence of actual abuse, mind you; just a visit from government agents on an anonymous tip will suffice), “a history of substance abuse,” “users of tobacco products” (light up and expect a visit from your friendly neighborhood G-man), “children with low student achievement,” “children with developmental delays or disabilities,” or “individuals who are serving or formerly served in the Armed Forces.” That just about covers everyone. “This section of the law is designed to circumvent the Fourth Amendment to the U.S. Constitution, and give government agents a plausible excuse to enter homes without a warrant, with the ultimate goal of reporting the family to child protective services,” said Hession. The child-protection agents then have every incentive to take children from their families, as evidenced by the fact that over half a million children are now in child protection agency custody in the United States. The law lays out specific desired outcomes for individual families, many of which sound good. Who could oppose improvements in mothers’ and babies’ health, children’s development, parenting skills, school readiness and academic achievement, crime and domestic violence rates, and family economic self-sufficiency? The detailed regulations established by federal and state bureaucrats to accomplish these general outcomes, however, may not be so benign. For example, what specific “improvements in parenting skills” might government agents wish to impose on those they visit? Will spanking children or even speaking sharply to them be permitted? What if parents try to inculcate specific moral or religious precepts in their children? Hession noted that homeschoolers and parents who believe in corporal punishment are already among the most targeted by state child protection agencies. ...Government has been the greatest enemy of “family economic self-sufficiency,” having replaced fathers with welfare checks and having taxed Americans to the point that both parents frequently must work outside the home just to make ends meet. Government benefits from families who are dependent on it because those same people will almost always vote for even bigger government, as inner-city voting patterns demonstrate. number of Illinois families getting food stamps August 4, 2010 BY DAVE McKINNEY Sun-Times Springfield Bureau Chief SPRINGFIELD, Illinois — The stagnant economy and double-digit unemployment rates in parts of Illinois have led to a record number of families getting food stamps, the state reported Tuesday. During June, 786,162 households across Illinois took part in the federally-subsidized SNAP food-stamp program, which marks an 11.9 percent jump over levels from a year ago, according to the Illinois Department of Human Services. Statewide, June applications for food stamps rose 27 percent from a year ago to 178,415, a jump DHS said was part of a national trend that could see as many as 43 million Americans on food stamps in 2011. That national total would represent a record. “A lot of the stigma is starting to go away with one out of every six Americans on SNAP benefits,” DHS spokeswoman Marielle Sainvilus said. “More and more are applying, from seniors to students to middle-class families.” The agency, which allows food-stamp applicants to enroll online at http://www.dhs.state.il.us/, reported seeing increases in parts of suburbia that generally are considered more affluent, including DuPage and Lake counties. “What’s really surprising about the SNAP program is that the people it serves are the people who often times would never have expected to be in this position,” said Bob Dolgan, spokesman for the Greater Chicago Food Depository. The grant will benefit students and faculty in the College of Applied Arts, the Center for Children and Families and the School of Social Work. Fewer than 25 percent of child protective service workers in Texas hold a bachelor’s or master’s degree in social work. Education and training will focus on enhancing caseworker skills necessary for administering the Title IV-E foster care program. In addition to providing support for current students, the funds will support training for current DFPS Title IV-E staff and foster and adoptive parents. Through the partnership, 42 social work students will receive specialized education and support, while faculty will develop innovative, research-based curriculum modules for best practices in the field of public child welfare. Texas State has prepared more than 300 students for public child welfare in the last 16 years. The program is co-directed by Regents Professor Nancy Feyl Chavkin and Professor Emerita Karen Brown. Superior Court Judge Stephen Scarlett declared George Edenfield incompetent on Tuesday to stand trial for the killing of Christopher Michael Barrios Jr. in 2007. Prosecutors and Edenfield's lawyers asked for the declaration and cited evaluations by state and defense psychologists showing that Edenfield has a diminished mental capacity and is unable to assist in his own defense. Edenfield's father, David Edenfield, was found guilty of murdering and molesting Christopher last October. The jury imposed the death penalty. In a recorded confession played for jurors, David Edenfield said he and his son sodomized the boy, then choked him to death. He is appealing the conviction. Reminds me of Jesse Dirkhising. Too bad this sort of case doesn't attract the same attention the Matthew Shepard case did. |

Graeme McCardle, 58, was found guilty of 15 sexual and physical abuse charges in the High Court at Auckland yesterday after six days of jury deliberations. He was cleared of another nine charges, the Dominion Post reported. The charges related to two women and a man who said they were abused by McCardle when they lived at Waimokoia Residential School in the 1980s. McCardle, who was a social worker at the school, denied all the charges. Among the incidents McCardle was convicted for was one in which he forced a 12-year-old girl to perform sex acts on him in the school lounge while he watched pornographic movies. He was also convicted of indecently assaulted a nine-year-old boy in the school's concrete, windowless time-out room. |

In a detailed report submitted to Congress Monday, the Justice Department says that since 2006, when the government launched Project Safe Childhood, federal prosecutions have increased by 40 percent, and more than 8,600 defendants have been indicted. The Supreme Court also said that “Congress could, in its future discretion, spend that money for whatever Congress then judged to be the general welfare of the country” having “no constitutional power to earmark or segregate certain kinds of tax proceeds for certain purposes, whether the purposes be farm-price supports, foreign aid or social security payments.” [1] At the time of its introduction of the Social Security Act to Congress and the American people “The President wanted everybody covered for every contingency in life---’cradle to the grave,’ he called it---under the social insurance[2] system… But the Government of the United States is not an insurance company and so it could be done.” [3] While the system of Federal Social Security was “sold as if it were insurance” [4] it was not. There is a great deception or a strong delusion that social security taxes are payments of insurance premiums to obtain specified benefits at a specified time. There is no such right. According to the Social Security Tax Act the government has been under no contractual obligation to make any return payment from the very beginning and has carried the provision that, “The right to alter, amend, or repeal any provision of this act is hereby reserved to the Congress.” [5] Therefore “Congress could continue to collect the so-called social security pay roll taxes even though Congress discontinued all social security benefit payments.” [6] This may seem a little scary for some who are or may be dependent upon such payments but that is exactly what you should expect as the national and world economies continues their descent into a domain of devastating decline, debt and disaster. To believe that you have a right to get back specified benefits because you paid into Social Security is a fallacy, if not a delusion and a false hope. States participating in the demonstration program, known as the Title IV-E wavier, which allows federal funding to the state to be shifted into different services, have improved their child abuse and neglect prevention and family preservation, the witnesses told the House Subcommittee on Income Security and Family Support, under the Ways and Means Committee. “The waiver has shown dramatic impacts,” said George Sheldon, secretary of Florida’s Department of Children and Families. For example, he said, the number of children in out-of-home care has dropped by 36 percent in the four years since his state was granted a waiver. He and others told the subcommittee that expanding the waiver program to other states should be part of a larger reform of child welfare financing that would focus more on family preservation and permanency placement for youths removed from their homes. Under the waiver program, the U.S. Department of Health and Human Services (HHS) allows specific states to spend funds they get under Title IV-E of the Social Security Act on efforts to keep children out of foster care. care abuse and neglect up in Fulton and DeKalb By Craig Schneider The Atlanta Journal-Constitution Georgia- Foster children in Fulton and DeKalb counties are being abused and neglected at the highest rate in four years, according to a report released Thursday by federal monitors of these child welfare systems. The report on the last six months of 2009 also found that the caseloads of state child welfare workers in these state-run county systems "increased substantially" during that period, and that the agency fell short in providing medical and dental care to foster kids. Federal appointed monitors James Dimas and Sarah Morrison revealed some of the worst performance by the state Division of Family and Children Services since the monitors began reviewing the system. Yet there are still 71 Senators who can’t decide whether they prefer that to our own American law. 1. This UN Treaty controls where your child goes to school, what your child may be taught (including religion), how you discipline your child, medical decisions, and much more. 2. This UN Treaty gives the government the power to override any decision you make about your child. Under U.S. lawnote no government may override the decisions of parents until proving they have harmed the child (abuse, neglect). Under this UN treaty the government could simply substitute its judgment for that of any parent if the government believed that its decision was "best" for the child. 3. The UN Children's Rights Treaty Would Override Virtually All U.S. Law. Our Constitution provides that treaties become part of the "supreme law of the land," overriding all inconsistent state laws and state constitutions. Since virtually all American law on families and children is state law, this UN treaty would be supreme over the law made by your elected officials about every legal issue for your child 4. A UN Tribunal Would Hold America "Accountable" for Compliance. A committee of 18 "experts" has two critical powers: 1. The Committee issues official interpretations of the treaty. 2. It issues official determinations concerning compliance. We have seen what American courts do in "interpreting" the Constitution. When the UN gets to "interpret" a treaty, the legal rules can change according to the whims of the Committee. 5. SR 519 urges the rejection of this Treaty- the UN Convention on the Rights of the Child. THIRTY Senators have signed SR 519 showing that they believe that American parents should be trusted and that American laws should be made by Americans. One item I came across was a poignant photo of a FLDS girl alone on a bus waving goodbye to her home and the life she knew. As I was looking at this image, it struck me that- This IS a photo of the "Best Interest of the Child". safeguard for the well-being and protection of children is the family,
and that the primary safeguards for the legal rights of children in the
United States are the Constitutions of the United States and the
several States, and that, because the use of international treaties to
govern policy in the United States on families and children is contrary to
principles of self-government and federalism, and that, because the
United Nations Convention on the Rights of the Child undermines
traditional principles of law in the United States regarding parents
and children, the President should not transmit the Convention to the
Senate for its advice and consent
